In a recent session on 24 October 2024, a Dutch parliamentary select committee on energy poverty referenced a study co-authored by Tijn Croon (ESR11), Marja Elsinga, and Joris Hoekstra, published last year in Energy Policy. The committee discussed the paper’s recommendation to go beyond a basic ‘headcount approach’ to measuring energy poverty, advocating instead for energy poverty gap indices. This approach, the authors argue, would more accurately capture the depth and nuance of deprivation, enabling better targeting of resources and improving the evaluation of policy impact.
Croon recently partnered with the other two co-authors of the study, TNO researchers Dr Peter Mulder and Dr Francesco Dalla-Longa to translate these findings into a Dutch policy report, now with updated national statistics. The Dutch Statistics Bureau (CBS) has expressed its intention to incorporate this refined methodology into the next annual energy poverty monitor.

ESR Mahmoud Alsaeed is Highly Commended PhD Student of the Year

ESR Lucia Chaloin awarded PhD grant at UGA

ESR Lucia Chaloin was granted funding for a three-year PhD by Grenoble Alpes University (UGA). The final stage of the competition took place on July 4th, when Lucia presented her project to a committee of the Doctoral school.
From October 2024 Lucia will carry on her research on the emergence of top-down collaborative housing in Southern European countries at Pacte Social Sciences research centre. This grant will enable her to further her exploratory work on collaborative housing production practices with and for vulnerable groups in Europe, conducted during the RE-DWELL programme since September 2023.
This doctoral research project will be jointly supervised by Paulette Duarte and Adriana Diaconu (UGA) and Joris Hoekstra (TU Delft), extending the cooperation between the two universities.

Fulbright grant for ESR Tijn Croon

On June 28, 2024, ESR Tijn Croon was awarded a Fulbright scholarship to finish his PhD’s final year at Columbia University, in New York (USA). The ceremony took place at Universiteit Utrecht, in the Netherlands. During the ceremony, the Executive Director of the Fulbright Commission in the Netherlands, Christward Gradenwitz, expressed hope that Tijn and his fellow grantees make use of their research to influence policy beyond academia. During the occasion, the United States Ambassador to the Netherlands, Shefali Razdan Duggal, highlighted the importance of cultural exchange and international collaboration, especially at this crucial juncture for European and American democracies.
The aim of this scholarship is for Tijn to apply his research achievements and conclusions at the Center on Global Energy Policy from October 2024 to March 2025. Continuing the efforts from the RE-DWELL research, Tijn will focus on how the United States invest the revenue from their domestic carbon pricing schemes in targeted ways to improve energy efficiency for the most vulnerable residents. Through this experience abroad, Tijn hopes to learn valuable lessons that can be applied in the Netherlands and across Europe.

Fulbright grant for ESR Alex Fernández

ESR12 Alex Fernández has received funding through the EU-wide Fulbright Schuman grant to carry on his research, exploring the relationship between sustainable finance and housing affordability at the University of California Los Angeles (UCLA). The ceremony took place at the Spanish Embassy in Madrid, on June 27, 2024.
The Fulbright Schuman Programme is administered by the Fulbright Commission in Brussels and jointly financed by the United States State Department and the Directorate-General for Education, Youth, Sport and Culture (DG.EAC) of the European Commission. This programme is geared towards EU Member States citizens to conduct research in the United States and for American citizens to conduct research in the European Union.

A workshop to collaboratively address thechallenges of public spaces in Strovolos, Nicosia

On May 30, 2024, as part of the validation phase of the RE-DWELL transdisciplinary framework for affordable and sustainable housing, a team led by early-stage researcher Andreas Panagidis and supported by supervisor Nadia Charalambous organized the focus group “Collaborative Neighbourhood Planning Workshop” in Strovolos, a municipality of the Nicosia district in Cyprus.
The workshop focused on addressing the challenges in the public spaces of the Dafni neighbourhood, which are currently in a state of disrepair and vandalized by local youth, highlighting a lack of social capital. A diverse group of ten participants, including residents, architects, planners, Cyprus Land Development Corporation (CLDC) representatives, and academics, attended the event. The Strovolos municipality facilitated the organization of the workshop.
A specially designed game, based on a structured language developed in the RE-DWELL programme, enabled the discussion. The findings revealed that broader and more horizontal collaboration with diverse stakeholders is both desirable and productive. The workshop demonstrated that such collaborative processes serve as effective platforms for exchanging diverse opinions and experiences and are particularly useful for creating a common understanding of complex issues.

ESG for affordable housing - a discussion at TU Delft between academia and industry

On April 5, 2024, early-stage researcher Alex Fernández and TU Delft Assistant Professor Michael Peeters hosted an event on ESG (Environmental, Social, and Governance) for affordable housing at the Faculty of Architecture and the Built Environment, TU Delft. The event aimed to foster dialogue between academia and industry, disseminate findings from the RE-DWELL programme, establish connections with other initiatives, and position TU Delft within the debate on sustainable finance in the built environment.
The event commenced with opening remarks from Marja Elsinga, RE-DWELL supervisor at TU Delft, who emphasized the importance of housing affordability. Industry insights were provided by Anitta Blessing from the European Federation for Living (EFL), while academic perspectives came from Gerard van Bortel, RE-DWELL co-supervisor at TU Delft.
Following the presentations, a roundtable discussion facilitated an enriching debate between academia and industry professionals, furthering the conversation on sustainable finance and affordable housing.

RE-DWELL at 7th Residential Building Design & Construction Conference

ESR5 Mahmoud Alsaeed participated in the 7th Residential Building Design & Construction Conference, hosted by Pennsylvania Housing Research (USA) on 27 and 28 March, 2024. In collaboration with Prof Karim Hadjri and Dr Krzysztof Nawratek, Mahmoud gave a presentation based on their work on the regulatory landscape and standards for residential building sustainability in the UK. During his presentation, Mahmoud explained the overarching framework and objectives of RE-DWELL, emphasising the importance of crossing conventional boundaries in the fields of housing, sustainability, and transdisciplinary research. Focus group at Vila Romão, in Lisbon

On February 27, 2024, as part of the validation phase of the RE-DWELL transdisciplinary framework for affordable and sustainable housing, a team led by early-stage researchers Lucia Chaloin (in the context of her secondment at the Lisbon City Council) and Androniki Pappa, along with their ISCTE supervisor Alexandra Paio, organized a focus group at Vila Romão in Campolide, Lisbon. This housing complex is currently undergoing rehabilitation, with 25 housing units being renovated and five newly constructed, all offering affordable rents.
A total of 18 participants were involved, including residents, civil engineers, civil servants, the Lisbon City Council, Campolide community group members, architects, and academics. The Lisbon City Council facilitated the organization of the event. The purpose of the focus group was to address some of the pressing issues posed by the housing rehabilitation project, such as balancing intervention processes and daily living, fostering understanding among the municipality, residents, and technicians, and improving day-to-day interactions among all project stakeholders.
The discussion was facilitated by a game specifically designed for this event, based on a structured language developed in the RE-DWELL project. The experience underscored the importance of collaborative processes in defining solutions that resonate with citizens. These processes enable diverse stakeholders, each with their unique power structures, to converge in a moderated space where everyone's voices can be heard. These collaborative processes facilitate the gathering of various stakeholders in a moderated environment, enabling the articulation of concerns that might otherwise be diluted.

USFD – Open Studio Event 2024

On February 1, 2024, the Open Studio Event took place at the Sheffield School of Architecture, giving students from across the programmes the opportunity to display their work. A PhD section consisted of posters submitted by a number of doctoral students currently at the School of Architecture. Here, RE-DWELL ESRs Mahmoud Alsaeed and Aya Elghandour submitted their posters to disseminate RE-DWELL and their individual projects.
Aya displayed one poster, which aimed to emphasize the importance of rethinking housing affordability's impact on health and wellbeing beyond rent-to-income ratios. It argues that oversimplified metrics may disregard dwelling quality, potentially harming national health, also highlighting the financial strain poor housing quality places on the National Health Service in England. Additionally, it presented Aya's research design and initial findings on factors defining dwelling affordability, including housing and non-housing costs, household income, and dwelling quality.
Mahmoud displayed two posters. The first poster detailed the structure of an investigation to identify the challenges in developing sustainable social housing, which had previously been exhibited at the Housing Studies Annual Conference in March 2023 and won “best research idea” at the Sheffield School of Architecture’s research poster competition in May 2023. The second poster presented the overall structure of his research project, focusing on perception of social housing and environmental sustainability, policy, and practice. This poster also showed the overall communication and dissemination activities that have been carried out.

ESR Androniki Pappa contributes to City Layers project

Androniki Pappa has been developing research on a taxonomy of urban commons, particularly focusing on collaborative methods for engaging citizens/residents to assess their imminent environments. In that context, she has been contributing to the City Layers mapping platform, a means to collect information on how citizens perceive public spaces in their urban surroundings in a playful way. City Layers is designed as a mobile app that is currently being updated after a pilot application in schools in Vienna. Results from this test inform Androniki’s PhD research and help update the City Layers’ participatory mapping parameters and roadmap. The work CITY LAYERS: from individual observations to collective Knowledge, part of the City Layers team was presented at the Responsive Cities conference, which took place in November 2023, in Barcelona.

EFL’s Autumn Conference

On August 30, 2023, Tijn Croon participated in the European Federation for Living’s (EFL) Autumn Conference in Belfast, Northern Ireland, a practitioner-focused event without the traditional paper submission process. In this context, Tijn presented a whitepaper titled “Addressing Energy Poverty in Social Housing Estates”, together with RE-DWELL co-supervisor Joris Hoekstra and Dr Ute Dubois from ISG Business School Paris. The whitepaper delves into various ways how social housing professionals can address energy poverty among their tenants, covering aspects from monitoring and short-term mitigation approaches to funding opportunities and long-term reform strategies. Subsequently, an academic publication on this topic was presented by the authors at the BEHAVE 2023 conference in Maastricht, on 28-29 November 2023. This paper, titled “Energy poverty alleviation by social housing providers: Investigating targeted approaches in France, England, and the Netherlands”, was also informed by the insights from the six focus groups involving professionals from Paris Habitat, Groupe Polylogis, Clarion Housing Group, Peabody, Havensteder, and Ymere.

On September 27, 2023, Leandro Madrazo took part in the "III Housing Innovation Conference" organized by the School of Architecture of Valencia with a talk titled "Research and Pedagogical Innovation: from Housing@21.eu to RE-DWELL." The presentation outlined a pedagogic research initiative that spanned two decades. This research journey, which encompassed projects such as Housing@21.eu, OIKODOMOS, OIKONET, and RE-DWELL, initially centered around the theme of housing and later expanded its focus to encompass the broader concept of dwelling. At the end of the session, there was a talk about how architecture practice and housing education are connected moderated by Carla Sentieri.

Interview with Gojko Bezovan in Croatian weekly magazine Globus

Gojko Bežovan has given an interview to Croatian weekly magazine Globus in which he mentioned his participation in RE-DWELL. Gojko spoke about the general European problem of rising housing costs and about the lack of political commitment in Croatia, both at national and local level, to secure funds from various EU funding sources and invest in social and public rental housing. He also explained that housing has become one of the most important investment instruments in Croatia, contributing to higher real estate prices. A consequence of this is the demographic decline, as many young families who cannot afford to rent or purchase their house on the private market are leaving Croatia for other countries within the EU. He added that some of the possible solutions are to curb tourism by regulating short-term rentals based on best practices, for example, from Barcelona. He also stressed that Croatia should follow best practises from EU countries that have a similar local context and political and institutional situation, instead of striving for the public rental models found in the Netherlands or Austria.

ESR 11 Tijn Croon contributes to State of Housing in Europe 2023 report

RE-DWELL’s ESR 11, Tijn Croon, has contributed to the State of Housing in Europe 2023 report, which was produced by the Housing Europe (HE) Observatory in collaboration with the HE’s Policy and Communications teams. The report's main authors, Alice Pittini and Dara Turnbull, worked alongside social housing providers to examine the state of housing in Europe, with particular attention given to the ongoing cost of living crisis. Tijn contributed to the questionnaire upon which the report is based and provided input for Chapter 2, which delves into “Energy and Cost of Living Crisis: Trends and Responses from the Sector”.

The seminar “Mass Renovation of Affordable Housing: Industrial and Social Innovations” will take place on Wednesday 7 June 2023, from 15:30 to 16:50 at Ecologia Urbana, Av. Diagonal 230. This session is co-organised with Housing Europe and will involve RE-DWELL early stage researchers, universities and partner organisations.
An exhibition at the Congress Palace, on floor 1 next to room 4, will showcase the transdisciplinary research work on affordable and sustainable housing being carried out by RE-DWELL.

The 3rd Ministerial Conference on Sustainable Urban Development of the Union for the Mediterranean (UfM), will be held in Zagreb, Croatia on Thursday, 4 May 2023.
The official Ministerial meeting will aim to acknowledge the progress achieved in fulfilling the objectives of the Euro-Mediterranean cooperation in the sector, as defined at the previous two UfM Ministerial Conferences on Sustainable Urban Development held in 2011 and in 2017, which together provide the outline of the UfM Urban Agenda.
The meeting will address the most urgent urban and housing challenges and responses of relevance in the region as part of the implementation of SDG 11 (Sustainable cities and communities). Affordable and sustainable housing and sustainable urbanization and development are two interrelated key issues of the UFM Strategic Urban Development Plan 2040.

EIPA Conference - Public performance in Europe: the case of housing

The conference showcased the results in ten policy areas across 35 countries. The Housing Session, moderated by Marja Elsinga, professor of Housing Institutions & Governance at Delft University of Technology and a RE-DWELL member, highlighted the pressing demand for affordable and sustainable housing, as well as the necessity for practical policies and strategies. The audience showed a significant interest in mutual learning opportunities for new strategies to provide adequate housing and their effective implementation.

Early stage researcher and PhD candidate at TU Delft, Alex Fernández, invited to the 83rd session of the UNECE Committee on Urban Development

Environmental Social and Governance (ESG) risks have become one of the most (over) used acronyms of this decade. Hailed as “the” solution to climate change or dismissed as greenwashing, it is increasingly apposite to review its relevance for social housing. On October 14th, Alex Fernández, RE-DWELL early stage researcher and PhD candidate at the Technical University of Delft, was invited to the 83rd session of the United Nations Economic Commission for Europe (UNECE) Committee on Urban Development to discuss the role of green finance in enabling the development and renovation of social housing. The issues addressed in his intervention are summarized in this blogpost.

RE-DWELL contribution to the improvement of the social integration policies for homeless people in Croatia

On the occasion of the World Homeless Day, the New Perspective for Homelessness Conference, organised by the Croatian Network for the Homeless - CNH, was held in Osijek, Croatia, on 6 October 2022. The aim of the conference was to present recent evidences from the New Perspective for Homelessness project, funded by the European Social Fund, and to facilitate a discussion to develop social policy guidelines to improve the social inclusion of homeless people in Croatia.
The conference was a good opportunity to present the main results of the research on the sustainability of service providers for the social inclusion of homeless people in Croatia that ESR Marko Horvat carried out during his secondment at CERANEO. The presentation was given by Gojko Bežovan under the title "How to Europeanise homeless integration programmes and make them sustainable and more effective".

The RE-DWELL exhibition, which began on 8 September at the Valencia Chamber of Architects, ended on 22 September 2022. Carla Sentieri from the School of Architecture of the Universitat Politècnica de València, partner of RE-DWELL, curated the exhibition. The closing session was dedicated to the theme "Innovation in affordable and sustainable housing". Leandro Madrazo, project coordinator, addressed the intertwining between housing affordability and sustainability and explained the research and training framework that is being implemented in RE-DWELL to address this issue from a holistic and transdisciplinary perspective.

This session, led by the Marie Curie RE-DWELL Innovative Training Network, will take the format of an interactive research workshop with the aim of developing a roadmap to address the urgent issues at stake in the delivery of affordable and sustainable housing across Europe: the priorities, the short and long-term strategies, and the envisaged scenarios. The discussion will be supported with an exhibition showing the 15 ongoing projects by the early stage PhD researchers who are working closely with partner organisations (industry, housing associations, administrations) across Europe.
The workshop will begin with an introduction to RE-DWELL’s holistic, transdisciplinary approach to affordable and sustainable housing. Participants in this session will be organized in break out groups each with a particular theme relating to the ongoing research projects. Here participants will discuss dimensions of the problem in small groups, each led by early stage researcher, supported by the academic supervisors. The break out groups will provide an opportunity to learn about cutting edge housing research, to contribute to the development of the ESR projects and to interact with colleagues across Europe.
The group discussions will lead to a plenary session in which a series of policy recommendations will be formulated. These will be assembled into a manifesto for affordable and sustainable housing which will be disseminated after the festival in the RE-DWELL media channels.
The aim of the workshop is to foster knowledge exchange between researchers, practitioners and policy makers involved in affordable and sustainable housing provision.

In an article containing an interview for a Croatian newspaper, Prof. Dr. Gojko Bežovan, from the Institute for Social Policy, Faculty of Law, University of Zagreb, addressed some of the burning issues concerning sustainability and affordability in the Croatian housing market. His thoughts reflected some of the issues addressed in the RE-DWELL Roundtable #2 “Design of Affordable and Sustainable Housing: Challenges and Opportunities”
On Saturday, 19 March 2022, the Croatian newspaper "Večernji list" published an article including an interview on housing sustainability in Croatia. The starting point of the article was the discussion held on the RE-DWELL Roundtable #2 “Design of Affordable and Sustainable Housing: Challenges and Opportunities”.
The article includes comments from Prof. Dr. Bežovan, from the Institute for Social Policy, Faculty of Law, University of Zagreb, who discusses the differences between the Spanish and Croatian affordable housing models, based on the contributions of the roundtable. According to Dr. Bežovan, the problem of housing affordability in Croatia is the lack of a national housing policy or strategy, which is accentuated by the lack of political will to implement the solutions already available. The need for affordable housing in Croatia is growing, and social groups that cannot afford to own a home are the most affected. Potential solutions to provide an affordable housing model for people in need should be sought through social and public rental housing, favourable interest rates from public-private partnerships, and possibilities for church properties to serve as a piece of the housing puzzle.

Interview with Prof. Dr. Gojko Bežovan on housing affordability in Croatia

When asked to reflect on the alarming report of the European Systemic Risk Board (ESRB) on real estate prices in Croatia, social policy expert Prof. Dr. Gojko Bežovan from RE-DWELL's partner institution Faculty of Law of the University of Zagreb, warns that prices will not only be further affected by the country's entry into Schengen, but also by the lack of a quality housing policy.
The Croatian online news portal "Net.hr" interviewed Dr. Gojko Bežovan about the rising housing prices in Croatia. Dr. Bežovan pointed out that due to an underdeveloped financial market, people invest or save by buying real estate, which drives up housing prices. In countries like Croatia, private home ownership is not only a desirable tenure status, but also heavily subsidised by the government. Hence the relevance of RE-DWELL's research in finding solutions to this problem.

The Budapest workshop aims to foster knowledge exchange between ESRs, supervisors and non-academic organisations on the challenges and opportunities about “Community participation in affordable and sustainable housing”.
Invited speakers from professional practice, academia and local administrations will address the workshop topic from multiple perspectives. The lectures will be followed by panel discussions and complemented by site visits. A roundtable with guest speakers will be open to the public via an online session.
In addition, the programme of activities will facilitate the further development of ESRs skills through training activities that are part of the structured courses (RMT2 and TS2).

Casais is an international construction company founded in Portugal with experience in several sectors, including housing. They established BluFab in 2019 and since then they have been optimising their design and manufacturing processes to build more sustainable, precise and cost-efficient projects. Casais aims to automate processes and use the latest tools and technology in a seamless way together with the other stakeholders involved in the delivery of housing.

Tijn Croon (ESR 11) highlighted the importance to targeted support policies in Dutch national media

Fuel poverty is a complex issue and lies between two of RE-DWELL's founding pillars: affordable housing and sustainable housing. As gas prices are surging across Europe, an increasing number of low-income households living in poorly insulated housing are seeing their fuel bills soar. Tijn Croon, ESR at TU Delft, highlighted the importance of targeted support policies in the Dutch national media.
Tijn co-authored an op-ed in De Volkskrant in which he addressed the regressive design of the currently drafted compensation policies in the Netherlands. In the article he referred to best-in-class policies that he had explored during his PhD research (both the British Warm Home Discount as well as the Belgian, French and Spanish social tariffs).
Tijn was also interviewed on NPO Radio 1 about the Dutch government's alternatives to tackle fuel poverty. In this interview he talked about his research career and the secondment he is currently doing at Clarion Housing Group in London.

The field of housing research is characterised by siloed thinking with little debate across disciplines. The aim of this event is to consider the way in which housing is approached from different disciplinary perspectives and to think about ways in which multi-, cross- and transdisciplinary research has been carried out so far in Europe and the UK.
How can research on housing address the global challenges of climate change and of social inequalities and in the same time engage with concrete practice in architecture, engineering, planning and public policy? A historical approach to housing research and its “disciplines” will help engage this timely debate.

Lisbon Workshop

Network Training Activities Started

On July 16, the activities of the training network began with the first session of two courses: Transferable Skills (TS1) and Research Methods and Tools (RMT1).
The objective of TS1 is to strengthen self-management and communication, and to raise awareness of ethics, data protection and intellectual property rights. RMT1 is dedicated to introduce the notion of transdisciplinary research.
These first sessions were delivered on-line and consisted of short introductions to the topics, followed by tasks carried out in teams.
The work will continue in the next training activities, which will be delivered on-line and also on-site, in sessions included in the programmes of the Lisbon Workshop (October 22, 23 and 24, 2021) and the Nicosia Summer School (November 15-19, 2021).
In parallel, the results of the training will feed the individual research projects and contribute to establishing connections between them.

Kick-off sessions: first experiences after coming together

The kick-off sessions were held with the participation of 15 ESRs, 23 supervisors and 10 secondment representatives. Network members introduced themselves and began to seek affinities and lines of collaboration for their research. The sessions were fully online and included presentations, teamwork and discussions. Concept maps were used to encourage dialogue and exchange of ideas. The work initiated in these sessions will be continued in the vocabulary on affordable and sustainable housing that will be created jointly by the network members.

Ms. Shana Impens, from the Research Executive Office, will welcome the participants at the beginning of the first session.
The aim of this introductory programme is to kick-start the network's activities, enabling RE-DWELLers to get to know each other and start working together on research individually and collaboratively. The work done in these sessions will represent the first step in building an innovative network on affordable and sustainable housing.
